Thanks for explaining that. I had heard that rooftop solar was turned off during
a power outage, but never really understood why.

Yet it would appear a simple enough matter to design inverters with a built in
signal source that simply synchronizes with the grid frequency when it is
present. Given the low cost of electronics nowadays, it should add very little
to the cost of an inverter.
