BaTiO3 has an amazing energy density when used as a capacitor
dielectric, which may be of use in catalyzing fusion, especially if a
high frequency signal is superimposed over the DC electrolysis
current. It should be possible to infuse, by co-deposition, a very
granular BaTiO3 plate with a Pd and B mix. Pd-B (5% B) has a very
reliable track record for producing fusion. See:

A highly granular BaTiO3 back side would permit diffusion of neutral
hydrogen and helium away from the active sites.
