I don't know. From a practical point of view, based on the number of people trying or who have tried, if hydrogen generation were a priority thing for me I would avoid worrying about free energy and spend my time on photolysis in one form or another. Electrolysis is so inefficient to begin with you have to make such giant leaps to gain self sustaining running it is tough to know what has been achieved, if anything.
