That's an interesting thought. At 150 L / person /day, of average water usage, that would equate to a village of about 1000 people, which at 1 GW would give each of them 1 MW of power. Since typical consumption is more like 1 kW / person, water consumption for power would be about 1/1000 of normal water usage for other purposes.
