There was recently a demonstration of how water molecules could align with one another to a depth of hundreds of thousands of molecules away from a surface. In so doing they form a dielectric layer(*) that has the effect of "communicating" the charge from one side to the other. The implication is that the charge pattern along the DNA strand would be thus communicated and the strands most likely to be attracted, would be those with the closest matching opposite charges IOW with the "matching" pattern.
