That is correct.
In order to show overunity all external power sources must be removed.
To close the loop the pulse generator would probably need to be redesigned
to operate at low power and then be powered by the capacitors.
Batteries or a power supply are ok for startup but must be removed.
The "load" resistor of 50 Kohms is drawing about .013 mW and the
resonant coil and capacitor could have a  high Q and be dissipating 
only a few mW. 

I do not think that any fraud is involved here, only an unexpected power
feedthrough
from the pulse generator.
