How can there be any real evidence of deception when all we have is a paper
with words and pictures, and no way to check their claims?

Incorrect claims in science are exposed when others try to replicate. That
possibility is not available here.

But at the same time, there is no real evidence the thing works except
words and pictures on paper. In science, correct claims are validated when
others successfully repeat the experiment.

So, there's no evidence one way or the other. And Rossi could easily
provide unequivocal evidence if he wanted to, assuming he has something.
