Hmmmmmm . . .. For once you may have a point. It is confusing. It is not
clear what's what and where they are measuring.
A schematic would help.
It does seem to say the 3-phase line goes into a secret controller which
outputs 1-phase power to the next controller, which runs the reactor, and
they do not have access to either.
Anyway, people have been measuring 3-phase power for a long time.
Commercial meters are designed to do it. It is not a big deal. Workshops
and industrial spaces are often supplied with it.
