At 10 cents/kWh 30kW is $2190 dollar/month which says that they can service maybe $2M in debt to build it. That thing looks like its more expensive than $2M.
Another way to look at it is, if it worked as advertised, it would produce $3/hr of energy. I doubt that is enough to pay someone to grease the bearings. So why would anyone invest millions to build such a monstrosity even if it worked? (We'll ignore the fact that it violates violate known interpretations of physical theory out of respect for the Enlightenment principle of evidence over theory.)
