I assume the top managers at ELFORSK vetted that report, so I assume they
are as confused as the author is. They may well decline to fund this
research. It is unfortunate.

Read history and you will see that important people often failed to
understand things, and they made drastic mistakes. They are often busy
people who do not take the time to investigate things carefully. Plus they
often overestimate their own abilities. They suffer from hubris.
