In a word; No.  The river has been coming up for the last three days (thank
you Bureau of Reclamation).  They are dumping Cle Elum again.  Last time I
looked Umtanum was close to 4000 cfs with flows from the mouth of the Cle
Elum down still increasing.  You might try going into Iron Horse Park and
hiking upstream from there.  Luck.
