I think Ronda's suggestion will probably work.

If not, you can try another approach which is to run a
permissions repair.

If that still doesn't work.

download the combo update from apple.  

http://wsidecar.apple.com/cgi-bin/nph-reg3rdpty1.pl/product=09364&cat=1&platform=osx&method=sa/MacOSXUpdateCombo10.4.4.dmg
(120 megs)

and remove the reciepts from previous updates related
to the OS in /Library/reciepts.

Install the combo update and run a permissions repair.

I've found that some problems can be fixed, simply by
installing a combo update over the current system and
running a permissions repair.  I noticed a problem
with airport that this seemed to fix in 10.4.2
