This got me also - look for Skype v 1.5.0.52 or higher. The version I got
from versiontracker (v1.5.0.48) didn't have the video option in the
preferences UI, but seemed to be opening a video window when I played around
with it. Was very confused for a little while.

v.52 popped up an alert message saying Skype recognised my iSight, which is
always reassuring.

Also, it's worth checking to see if you've configured your firewall (known
as NAT on some Belkin/iiNet modem/routers) ... You made need to open some
ports. I'm still trying to get my head around it all.
