Hi John, I’ve not had any trouble mirroring my iPad to Apple TV in iOS9.1
Did you scroll down under the Airplay Menu in the Control Center to find Mirroring? You need to scroll down it is under Apple TV (same window). Scroll Down and you'll see the Mirror icon. - It's just "hidden" because the window is so small. Just run your finger down and you'll see the toggle. After you swipe up to display your AppleTV - swipe up AGAIN on that little box to display the switch, allowing you to turn on mirroring. I’ll send you a couple of screenshots “Offlist” showing what I mean.
