Per, I think you're correct somehow. But in contrast to freeciv there
are already some interesting mods available (e.g. zombie mod). Also it's
useful for supporting multiple AI's.

What I'd like to do is to remove the mods (afaik currently only ntw mod)
from our source tree, instead manage them by some sort of download page.

I'm not yet sure what I should think about the topic. I'll stay tuned.
