To "confuse" users, I propose naming the new old modding cl parameter -- overlay or --overlaydir, or similar. (similar to --data or --datadir, or whatever it is) Only one of those should be allowed. That will remove lots of logic handline mod stacking. So much that I think it is easier to just rip the old stuff out (init.c and main.c) and replacing it with something simple.
