Thanks Marekj ... was able to get watir-common installed after
installing the user-choices.

Below are the steps used to install-
gem install user-choices
gem install watir-common --local
gem install firewatir --local

Now gem install watir --local didnt install watir.. but installed
watir-common again.
C:\Documents and Settings\Administrator\My Documents\Downloads>gem
install watir --local
Successfully installed watir-common, version 1.6.0
Installing ri documentation for watir-common-1.6.0...
Installing RDoc documentation for watir-common-1.6.0...

delete the watir-common-1.6.0.gem file and then try installing watir
again... (worked fine for me)
