If the account is setup at an ISP, ask the ISP for the IP numbers for the
site, then use them instead of www.whatever.com to access the site for
development. As far as doing engine registrations, wait until the site is
live, content is settled, meta tags are in place, etc.
I have found that the InterNIC has been very quick to approve new domains
(did two in one day last week, from beginning to end in a few hours), so you
may be able to get the domain active fairly quick, but most likely you'll be
doing the development in a test directory, or on another server, so waiting
until the site is live for search engine indexing probably makes sense.
On the other hand, and maybe someone can answer this, since some engines
take a week or two to get to indexing a site, is there any loss from giving
them a domain or IP number before the site is live? Will they just throw
your request for indexing away and not come back unless you resubmit the
url(s)?
