Search engine aren't very fast to acquire, read and rank pages so if 
you register some empty pages they will be really bad ranked. When 
you'll finish the site you'll have to reregister tose pages and 
wait... excessive subbission is interpreted as spam by some search 
engine.
I think the work doesn't pay (IMVHO).
