Here ya go Gerry,

Both framed and non-framed sites should have the keywords in the HEAD
section with the other META tags. For non-framed sites, also put them in
the page your index.htm(l) page refers to, like home.html. I like to have
the META tags on all pages. That way they can all be indexed properly. 

Also be sure to make use of the comment tags <!-- keywords/description -->
in the HEAD section too. That way the search engines that read comments
will also pick up on those.

As for the sites that offer free submissions, those I've seen usually only
go to the top 8 or 9 search engines. Additional engines will cost you the
green stuff.
