Oooh... very bad assumption. Assume only as a last resort.  Countless 
mistakes are made that way.  Verify or ask for verification.  If he really did 
investigate then he should have published what he found; it would be very 
interesting.

And things change. I have 2 internet connections. Sometimes one or the other 
is better. This often happens because they fluctuate between number of 
customers and bandwidth, and ports (and probably much more).   An ISP can 
buy 10 more modems and so you can connect all the time. But then they can 
add 100 customers and suddenly, for no good reason, you are getting busy 
signals.  And they may add a T-1 and then they will slowly add customers and 
pretty soon your connection may just not seem as fast anymore.

The ISP or co-location facility should publish their standards. Something along 
these lines:

We will always have at least 8 customers for each modem (or port I guess).

About bandwidth I am not familiar with the reality but I can imagine it:  If our 
max bandwidth is ever reached for more than 30% of the day then we will 
increase our bandwidth.  Something like that.  This should be written down and 
then there should be proof that it is actually happening.

You might want to use my webping.  The url you register is checked every hour 
and if the page is not returned within the time-out period then you get sent an 
email. There is also a log file generated which you can see online.

I am going to begin to record the time between a request and a response.   Of
