I guess I didn't make my question clear. What I'm asking is, is it legal to
have a< body bgcolor=whatever> tag on the page with the framesets?

The html pages already all have their backgrounds set to black. But before
the pages load, a grey background shows in the empty frame, and that's what
I'd like to get rid of.
