A properly configured computer does *not* run Windows (95, 98, NT,
or anything else).  I'd recommend upgrading to Linux.

Outside of that, I totally agree with your point: we need not design
for the least common denominator, but some consideration for the mean
is definitely necessary in order to avoid disenfranchising large chunks
of the net's population.  I've often been amazed at how high some
web sites set the bar, and how often designers let their wish to
use The Latest Thing get in the way of delivering their message.
