Er, ahem... well, the page you reference above contains a rather nice
script for doing this, actually :)
If you look at the source for the navigation frame to the left, you'll see
that they're using image rollovers in conjunction with layers in order to
create the "overlapping" effect of the pop-ups (i.e., the yellow windows
overlap the adjacent frame.)
The Javascript they use is abundantly commented and quite robust, with
various error-catching routines included. Nice little script all in all.
