I did a site for a crane company. They guy said they picked up a 
quarter million dollar job from the web. The customer said they found 
them on the web.  That site has paid for itself.

A website should increase the worth of the company however that is 
measured. Most would say it must increase sales without increasing 
costs more or reduce more in costs than the cost to do that.

I don't think you can blanketly say that everyone should have a full-
blown website.  You can produce a one page ad for a company, a banner 
to rotate on your site for just about any company. Charge them US$200 
setup (use templates) and then say US$100 a year.  These ads/pages 
should go on category sites: a site that is just about art in a 
region, or just about garage sales, or just about vacations in an 
area.... or a city site.
