I'm with you on this one as well, with one possible exception -- and that
is material which must be in its presentation format in order to convey
the information. (In other words, plain text or HTML just won't do.)
There aren't many instances where this happens, but the two I've bumped
into are (a) legal forms and (b) documents intended to be filled out,
faxed, and scanned, i.e. documents where each field must appear on the
physical page in just the right place.
Happily, these are few and far between.
Unhappily, my own state's (PA) department of environmental protection
doesn't Get This, and has littered their site with Word and PowerPoint
documents. They promised to fix it "soon" in November of 1996. I'm
just waiting for the two-year anniversary to come up so that I can
remind them of it -- vocally and visibly.
