Never used a IIci, but the IIfx (40MHz '030 w/ FPU, 20MB RAM) I used to 
work on handled the 'Net admirably. Not much shabbier than my old Q630 
(66MHz '040).

To my way of thinking, WebTV would be the cruel choice. YMMV, though...
