My thought exactly. There's no shortage of under $200 68030-based Mac 
II's out there (with a small monitor, too). An '030 can handle up to 
System 7.5 (more than adequate, and quite recent) and all the major TCP 
apps. You may even find an older '040-based Mac (Performa, Centris) and 
still come out cheaper than WebTV. IMHO, this would be much more ideal 
for your father. If he's and EE, he's likely to be interested in 
exploring computers further some day, and WebTV limits you to, well, the 
Web (and email, of course).
