I had this happen too. Basically it is one of 2 things:
1) Marginal RAM - Win95/MS in general is harsher on RAM than other OS's.
2) CD or CD ROM Drive is bad - I had this be the case most recently.
Even copying to the HD is not an option (if it is unable to read
the CD ROM, then you are not going to copy the CD correctly.
