Vicki, I see this all the time as well. Example: I take over the running
and maintenance of a web site that someone else designed. I discover that
the original designer never bothered to check their work in browsers other
than Netscape, and that their pages look like hell (layout all screwed up)
in MSIE v4 for example.
I show this to my new client. For some bizarre reason, they have a hard
time grasping this. I say, "Would you print a brochure laid out like this
screwed up web page?". Of course not. But they have a hard accepting the
fact that thousands/millions see this mess, just because on their computer
using Netscape it looks okay. I find this rather bizarre.

Yes, a cardinal sin. Better to have no site at all than something mundane
and boring!
