This sounds like you are adding a layer of slightly duplicated stuff on top of an unchanged set of existing pages, rather than reusing/retiring the existing pages. As a step along the way, this is probably OK, as long as there is an intention to clean up the cruft, remove duplication, and streamline the site in the near future.
