That's right. They were internal users.

Yes, we're aware of it. The Ruby/Rails crowd is very similar in this 
regard. I'm not underestimating it.

I think the user should be able to select the "NetBeans PHP" package 
which would bring in all necessary dependencies and result in a 
minimalistic PHP IDE.
