Andrew, You need to log out of WU, for non-WU user that page was the entry into the WU API, for logged in WU users it takes you to your analytics page. The non-WU users it now gives a blurb about The Weather Company 'series of data packages'. They are light on detail and whilst the don't indicate they are paid for they certainly don't indicate they are free either.
