I would be more liberal here.  Only accepting campaigns with canonical
history is too constraining, after all UtBS doesn't fit this criterion.
 I'd do it like this:

STORY:
* the story should be interesting
* if the story takes place in the world of Wesnoth, it should be 
reasonably consistant with the mainline Wesnoth.

I believe many authors, who could spin a good story, would find it 
difficult or counterproductive to work within the bounds of the WoW.
Since i judge Wesnoth the Game to be more important than Wesnoth
the World, i would let sufficiently good stories of other worlds into
mainline.
