Sorry to tell you, but you should not answer when you have no idea what we talk
about. What's up here is simple:

The source is the english file doc/manual/manual.txt. This is shipped in the
tarball, too. From this one we do create the "real manual" including its
translations. Those are manual.*.html and they *do* belong in svn since this is
exactly the manual we do link at manual.wesnoth.org. And everyone *can* create
those when they have po4a and docbook-xml-dtd installed. But generation of those
is not needed by everyone, since the result should be exactly identical and it
just takes useless time to do so. Beside this it would be a useless dependency
for the distributions if the docs would be created again every time. And eg
debian *does* ship the manual. And the tools to build the stuff are free, since
po4a and docbook-xml-dtd are so, so please shut up if you have no idea what we
talk about.

things you have no idea about (that is what we do at Wesnoth with the stuff and
why we do it). And as you might see, we are aware of the license and do abide 
it...
