Thanks for your considered response.... I'll just focus in on this  
comment;

This actually gets to the root of the problem; Wesnoth as a  
organization does not currently have, (nor in its seven year history)  
ever counted a woman coding developer among its ranks. Thus we don't  
have a person who can do what we're asking. Its not just an issue  
facing us, but I think the open source community as a whole. In the  
future if wesnoth had a woman administrator to manage this, that would  
be a real achievement in my mind.

On the practical side for the short term you're absolutely right this  
is a concern. My response is that when I do approach some of the  
organizations for women in open source to advertise, I'll try to  
involve them to obtain feedback on our proposal. That will not just  
benefit how we actually implement the scholarship (to get the best  
technical results), but I think it might make it more amenable for  
suitable candidates to join.

Again, I appreciate the effort you took to point this out...
