This and the culture thread seem quite linked in my mind.  I don't have
time for the more detailed response I want to write just now, but IMO what
is most important (and lacking right now) is a centralized place that fits
_all_ needs of discussion of critical and less critical issues.  Often a
proposal is very important to a few people and then the importance of it
wanes for many others.  Sometimes the best way to make sure those important
people hear it is to post it to the ML, other times it's IRC and still
other times (when looking for more broader community support) it is the
forums or even asking users who frequent the multiplayer server.  It seems
that ideas are getting posted to one or more of these places and the
discussion is often fragmented and based on who replies in which medium.  I
can elaborate on what I mean later if it's not making sense to anyone.

I would be strongly in favor of centralizing major development topics to
ONE forum/ML/blog/whatever.  Obviously IRC will still be used a lot and is
a good medium for many things, but anything that is too large to address
via IRC should go to one source that anyone who cares about Wesnoth can
follow (issue which require privacy probably do need something other than
IRC on occasion... I guess that would be an exception).

Maybe a devblog is still a good idea to give users and developers a
one-click place to follow major development issues, but I would not expect
adding a new communications medium while KEEPING all of the current media
to ultimately help with communication among the development community.
 Personally, I see real advantages to the forums or to a blog structure (if
it was robust enough to handle longer discussions in the comments well).  I
think email is hard to respond to, and it becomes very hard to make
coherent points via email after many back and forth quoting takes place.
 It is also terrible (IMO) for any new developers to wade through looking
for prior information on a topic that has been discussed at length.  I
guess email has other advantages but I dislike it in general so maybe I'm
biased.  ;)
