No, more a miscommunication I think. It means that the alert will be
sent if the event occurs between the start and stop time.

I'm wondering if this is the way WUG works or is it a bug.
I have an alert notification set ip betwen 8am and 6PM
I had a server go down at 6am and I expected and alert to be sent out at
8,
but never received one.
Is this normal?
