Are you leaving the server down long enough to meet your trigger criteria? If you've set it to send the alert after 4 polling cycles, and your map is set to poll every 60 seconds, that means your alert won't be sent for up to 4 minutes and 59 seconds (depending on when you pulled the plug). When you apply the notification in the "Alerts" setting on the device, you can set your trigger to whatever you want, the default is 4. But if you're polling every 30 seconds, and want the alert to go after the device has been down for 3 minutes, you'd set your trigger to 6.
Hope that helps! When I test the notification, it comes back stating (test of notification was succeeded, I receive the page/e-mail containing all the symbols). When I apply this notification to a server within my WUG map, and power off the server, WUG doesn't send a notification stating the server is not responding. I don't get any type of notification. I have even recreated the notification over and over again. I have even recreated the server within the WUG map. Any suggestions?
