Ensure you device is configured like this:
Polling method: ICMP
Poll Using: IP Address
IP Address: "Correct IP Address"
Ensure no dependencies are set.
And if your trying this via the console, you are not in edit mode.

Yes they all report down using ping. I've tried both ICMP and TCP/IP with
the same results.
