Hi,

Just about right...

 - you can choose a "preset" theme for your personal choice across 
Wikia. This is considered your personal "default."
 - if "see custom wikis" is checked, you'll see what admins have chosen 
as the default for their particular wikis - that choice could be 
"custom" or one of the "presets." So their choice overrides yours when 
you visit their wiki.
 - if "see custom wikis" is not checked, you'll only see your personal 
choice - so your choice overrides the admin's choice.

Help us make the skin chooser page better if it isn't clear on there. :)
