That CSS file doesn't exist. There is no locally editable file that can 
change individual quartz skin css. There is only the Quartz.css for your 
custom skin.

Personally I wish we could add mod tags to the body css for certain 
skins. That way we can tag certain skins and themes with something like 
'dark' so that we can have our CSS adjust to skins that do things like 
using a dark content area.

Something like: [[MediaWiki:Skinmodtags]]:
* monobook: sometag someothertag
* quartz-gaming: dark
* quartz-custom: dark
And then when in Monobook the body class would contain "mod-sometag 
mod-someothertag" and in gaming and custom quartz it would have "mod-dark".
Then you could add things like "body.mod-dark #bodyContent table { 
color: white; }" which would affect something, but only do it while in a 
skin that had the 'dark' mod tag on it.
