MediaWiki:Quartz.css is the wiki admin's custom styling stylesheet (redundancy to highlight the difference between our stylesheets that affect layout vs colours). It is only loaded if the admin has selected "Custom" as the wiki's them in Preferences.
If a user has Slate selected, they may or may not have checked the "show custom wikis" checkbox. In the case that they have not, they will always see Slate, unaffected by MediaWiki:Quartz.css. If they have selected to see custom wikis, their preference of Slate will be set aside while the full contents of MediaWiki:Quartz.css is applied. There will never be a situation where changing widget borders in MediaWiki:Quartz.css will change border colors for all themes.
