the problem is, mediawiki:quartz.css is loaded by EVERYONE using ANY quartz theme.
here's an example, at eq2, we have sapphire as the site default, but i personally use slate. if i want to change the look of the default sapphire for everyone, say by changing the color of the widget boarders to blue to match the rest of the theme, that blue appears on EVERY quartz theme. it looks really out of place with say brick.
