I agree completely that this should only happen for one language at a time.

Sounds like a great idea.  There's also support for the idea that the basic 
problem here is that experienced editors want control and lots of markup and 
less-experienced editors want clean pages and don't want to be bothered. 
And lots of people feel like sannse does (if I understand right)...it's not 
really productive having to spend a lot of time explaining markup to new 
editors, and we don't want new editors getting confused and discouraged by 
markup.  Also, even for an experienced editor, if you're just reading an 
edit screen quickly, you want less intrusive markup than if you are 
specifically trying to fix markup.  Therefore, a solution would be to be 
able to toggle between two versions of the edit screen, one with more 
intrusive markup than the other.

Ah, that's the rub.  No one thinks that "p. 1" or "8 cm" should be broken, 
but there are no rules that everyone agrees on.  There's general agreement 
that if we choose to make a request at bugzilla.mediawiki, the request 
should be clear, short, and bulletproof...such as "everyone has agreed that 
we don't want 'p. #' to break, and it will be less of a drain on the system 
if this happens automatically rather than going through and inserting it by 
hand (and re-inserting it when people lose it), so could you do that 
automatically."

I am guessing that the initial request at bugzilla should be as simple as 
possible, so it might or might not include that, but after we get success 
with the initial request, there is wide support for some form of override by 
markup.
