It's "Do we want to use CAPTCHA?" instead of "There's more vandalism, what shall we do?" with several options, from "None, I do not see such increase / it's not significative" to "Implement new bots" or "Make sure toolserver doesn't fail", as well as the "force the captcha for everybody" one. I particulary miss an option to have a better vandalism detection using the AbuseFilter.
