--- Comment #5 from Teles <[email protected]> ---
It was said on previous bug that:
"(If the community gets a consensus to put the wiki on EmergencyCaptcha mode
again, please fill a new bug.)"

The requested is done and that is the will of community. All requirements are
fullfilled.

If you want to follow rules, the only argument you could provide refers to
'limits to configuration changes' and I can't see how some change that was used
for five years can be considered a limit. If it was a limit, why it was done
for so long? It is obviously not a limit.

It was considered by the community and it is sad to see that pt.wikipedia is
being threated as a naive, unaware bunch of people that doesn't know what is
doing. They obviously knew what they were doing when they said "yes" on vote
page.

Vote page is a consequence of months of discussion. Some of them are linked on
vote page. The point where we couldn't reach consensus is whether activate or
not CAPTCHA and that is why it was made this clear question when voting. So, on
the beginning, discussion was tried and where we could find an answer with
discussion, we voted. That is how things works on pt.wikipedia and most
wikipedias. And users 'massively' answered "yes", letting clear what is the
unquestionable desire of community. It is not up to anybody here discredit this
page. You are free to disagree with the solution taken, but you can't choose to
discard valid community decisions.
