At en.wikibooks, we use very specific naming for books (title case) and had a problem with many new users creating "test pages" at various search terms. Most pages are going to be created from existing links and the creation of a new book is a serious endeavor and should only be performed by those familiar with local conventions. So what we did was modify MediaWiki:Searchmenu-new. It now offers to search at en.wiki or en.wikiversity rather than pushing the creation of a new page. Now instead of deleting test pages all day we see almost none created. My suggestion is that en.wiki alter the content of that interface message to point to the article creation wizard, possibly also tracking what search term was used to get to the wizard to preload the term into the destination for the workspace. The search results page is place where many new users see the possibility to create a new article. Alter the workflow there with MediaWiki:Searchmenu-new and you will see a difference as I've personally seen at en.wikibooks.
