Items with statements that only has references to Wikipedia are not as reliable as those with external sources.

I think reliability of data within Wikidata is a different topic. I will create an other ticket for that.

However, I don't think we have to remove the statements. I think that our efforts should be directed to encourage the users to search and add external sources, to then remove the "imported from Wikipedia in X".

Well, staying really only on the legal aspect, the problem is that they should never have been imported in the first place. Even @Denny admitted it as soon as 2012:

Alexrk2, it is true that Wikidata under CC0 would not be allowed to import content from a Share-Alike data source. Wikidata does not plan to extract content out of Wikipedia at all. Wikidata will provide data that can be reused in the Wikipedias. And a CC0 source can be used by a Share-Alike project, be it either Wikipedia or OSM. But not the other way around. Do we agree on this understanding?

So this millions of statements can't stay as is in Wikidata. Possible options are correctly licensing them Wikidata, or move them out of Wikidata toward an other properly licensed Wikibase instance. But any other legal proposal is welcome of course.

I agree that for a lot of them, the same or similar statements could be redone from scratch without this license issue. But you don't take millions of dollars from banks, in violation of the possible conditions you are allowed to take them (if any), in order to boost a project at its start and later gradually clean your state of affairs. It's the same with data banks and their statements.
