I'm working hard to find a solution for establishing a Chinese
localisation for WE. The bottom line is that I need external funding
sources for the installation and hosting.  As a Commonwealth Agency, I
am unable to set up a Chinese version, unless this is funded  through
externally monies :-(. 

I think the Connectivism course is an excellent project and is being
facilitated by some of the smartest and most respected folk in our world
of networked learning :-).

The CC-BY-NC-SA license they are using, does not restrict translation of
the materials. So you are free to translate the course into Chinese.
However, this will need to be hosted on a site that permits the
Non-commercial restriction. 

WIkiEducator subscribes to the Free Cultural Works Definition, and our
choice of the CC-BY-SA and CC-BY licenses means that we cannot host
material which contains a Non-Commercial restriction.  We would first
need permission from the original copyright holders to host a translated
version of the content on WikiEducator without the NC restriction.
However, as I indicated above -- you are free to work on a translation
on the LTCwiki.
